Dear Mr. Brahany:
In conference with Mr. Hoover, and later with Secretary Baker and Secretary Daniels, the President verbally authorized the creation of a body, or inter-departmental committee, which will be known as the Food Purchase Board, and which is established to handle certain details of Army and Navy buying.
For your information: It is composed of four members, representing the Secretary of War, the Secretary of the Navy, the Federal Trade Commission, and the Food Administration.
They will have to use the mails to some extent and yet desire to be independent of either department in the use of either department’s postal frank. The Postmaster General is unable to permit the use of a special frank, except in the case of a body authorized by the President. If, therefore, it is in order, will you please secure the President’s signature to the attached note, which is an authorization of the Food Purchase Board?
