Mr. President

Mr. McAdoo has made the recommendation that the Food Administration should appoint a member of the Inter-Allied Council now sitting in Europe, under the Chairmanship of Mr. Oscar T. Crosby, in order to coordinate the financial activities of that council with the food buying activities of the Allies in this country.

Colonel House has suggested to me Mr. JH Skinner of Minneapolis and Mr. Skinner is prepared to accept the position as a volunteer. If this meets with your approval I would indeed be grateful if you would confirm Mr. Skinner’s appointment by addressing the necessary letter to Mr. McAdoo.
