Dear Mr. President

I enclose a proclamation licensing the arsenic industry. There are only a dozen people to be licensed, and therefore it nneeds no publicity.

The situation is that there is so large demand for our domestic production in the glass and other trades that we are unable to supply the amounts needed for insecticides, and unless the matter is taken in hand, we shall lose a large amount of foodstuffs next year.

We propose to use the licensing power to restrict the use of arsenic to this critical purpose so far as may be necessary.
