My dear Mr. Hoover

The President directs me to return the enclosures of your and Dr. Garfield’s joint letter of November 5th, and to say that he would be willing to sign such an executive order as is suggested, if it is carefully drawn, showing that the application of it is only to a temporary service in which it is difficult to apply the usual rules and processes of qualificatin by examination.
