Dear Mr. President
In order to provide for the requirements of the Food Administration for the year 1919, we are required to submit an estimate to the Secretary of the Treasury:
The Treasury Department informs us that this estimate requires your approval. This will advise you that we are filing today with the Secretary of the Treasury, our estimate in the sum of $5,000,000 which appears to be sufficient to take care of the works as now contemplated. It does not, however, include the Fuel administrator who is submitting a separate estimate.
