I submit herewith for your approval additional Rules and Regulations governing Licenses for the Importation, Manufacture and Refining of Sugar, Sugar Syrups, and Molasses. These rules supplement those recently submitted to you and deal especially with the refining of cane sugar. The original copy as approved should be returned to my office to be filed.
