THE ADVISORY COMMISSION
of the
COUNCIL OF NATIONAL DEFENSE
Washington, DC
My dear Mr. President
Referring to your letter of the 25th, which was received this forenoon:
Your understanding of the suggestions made by Mr. Hoover is correct, and such is the understanding of myself and my colleagues, and we so agreed with Mr. Hoover in conference with him some ten days ago.
In addition we have informally notified the various governments that the purchases should be made by the Food Administrator, and so far as any food products have come before our Commission, we have referred them to Mr. Hoover and shall take such further necessary action to carry out this understanding.
We do not think it necessary for you to issue any further instructions. There are some details in connection with this which we will take up with Mr. Hoover for the protection of the Treasury.
