I am enclosing herewith a letter which I have addressed to Mr. McAdoo today and a letter which I addressed to him on the 6th instant, with regard to food movement in the country. I had hoped that the situation would have ameliorated so as to have relieved me from bringing this additional anxiety to your attention. I do not, however, believe that I should be discharging my duty did I not present this matter to you,
