Dear Mr. President
I enclose herewith draft of a sort of proclamation which I am anxious to have issued from you on the subject of food conservation. As I explained to you, the demands now being made upon us are much greater than we can carry unless we procure a further reduction in consumption of certain commodities and, generally, of all foodstuffs.
I have no doubt that you will be able to improve its expression and I take the liberty of asking that we may have it at as early a moment as possible.
