Dear Mr. President

This is to advise you that we are filing with the Secretary of the Treasury a revised budget for the United States Food Administration for the fiscal year ending June, 1919, in which we ask for $5,000,000 in addition to the $5,000,000 requested on October 16.

The licensing and control of commodities, together with the decentralization of the work, indicates that the expense of the State Administrators will be largely increased. This additional sum will be necessary to provide for the proper carrying out of this branch of the organization.
