Dear Mr. President
Dr. Henry J. Waters, who as you know has been serving for several months as Federal Food Administrator for the State of Kansas, is about to change his headquarters from the Agricultural College at Manhattan, Kansas to Kansas City, Missouri, where he is to become the Editor of the Kansas City Star.
Careful consideration has been given to the selection of a successor to Dr. Waters as Federal Food Administrator for Kansas, and I now wish to recommend for this position - -MR. WALTER P. INNES of Wichita.
Mr. Innes is the head of the George Innes Dry Goods Company, the largest concern of its kind in Kansas and has had a long business experience which, in my opinion, qualifies him for the important position of Food Administrator.
Mr. Innes is well known throughout his State and is strongly endorsed for the position of Food Administrator by Governor Capper, Hon. Jouett Shouse and Hon. WA. Ayers; also by Dr. Waters and many other leading citizens of Kansas.
Mr. Innes is here today and has assured me that if appointed to this position of responsibility he will serve the country as a volunteer to the best of his ability.At your convenience I shall appreciate a word from you in regard to the above as it is desirable that Mr. Innes, if approved by you, get into harness at the earliest possible moment.
