My dear Mr. President
In enclose you, herewith, memorandum containing the points which I desire to present to the American people, eliminating the whole of my very strong opinions on the whole Bolshevist movement. I do not wish to involve anyone in these latter views, and I think I could satisfy my own sconscience by taking an entirely separate early occasion when there is no national or allied question involved to give expression to what I think of the purely social currents that are developing in Europe and their relations to the United States.
