My dear Mr. President

In pursuance of your request that I do so, I herewith inclose you a report from the Bureau of Insular Affairs of conversations with Mr. Quezon, the Resident Commission from the Philippines. I have also talked with him upon two occasions about these matters, and he has expressed himself in general in in the same manner as is set forth in the inclosed memorandum. He did not have time with me to go into the details as he has done in the conversations recorded in the inclosed memorandum.
