Following message received by wireless from Governor Lind: January five,, eight am, for Bryan.
Absolutely reliable sources inform me that recent revolutionary successes about San Luis Potosi and in oil regions have shut off from National railroad oil supply. Federals converting locomotives to burn coal. If locomotives powerless federal campaign will collapse. Coal can been obtained practically only from the United States. It is important vitally that all coal shipments from the United States be prevented. Request the President to consider in connection with matters I have discussed the question of formal recognition of belligerency. Cannot see present objection. They have seaport if they could obtain vessels. Cannot see how can operate safely and not be given belligerency rights by some power.
