I have read the enclosed bill very carefully and have only two comments to make.
On page eleven I have added a few words which seemed to me to be implied but not stated.
But what chiefly struck me about the bill was that it made it mandatory upon the Commissioners, after acquiring the alley properties, to sell them in fee. Surely that is neither wise nor necessary. Would it not be better to leave it to the discretion of the Commissioners whether they shall sell or lease or themselves improve the property under municipal regulations such as have been adopted, for example, by the City of Glasgow in Scotland? My own judgment is that to part with the property outright might lead to a repetition of the abuses or of something else objectionable.
For the rest, the bill seems to me excellent.
