“Confidential. For the The Secretary of State.

I had a personal interview with President Huerta this afternoon. He requested an interview to confidentially inform you that in the event of the Chamber of Deputies passing a bill postponing the elections he would veto the same. During conversation he informed me that he quite understood the attitude of the President of the United States tand that he did not wish him to believe that he (Huerta) desired to remain in power in defiance of the Constitution or by subterfuge. The general opinion continues to be that no candidate will receive a sufficient number of votes. He asked me to come to him if any matters were not speedily carried out by the various departments.
