My dear Mr. President

Sept. 4, 1913.
We are somewhat concerned over the segregation of negroes in the departments at Washington, and before commenting unfavorably on it, we should like much to get your own point of view. We have no right to demand a long letter from you but should appreciate just a word telling us whether you approve of this segregation, to what extent it is being practiced, and why there should be such a departure from precedent.
