To the President:––

I inclose you herein a copy of the amendment to the Income Tax rate as proposed by the Committee –– also a copy proposed by Senator Reed.
There is very much division in the Caucus. I would be glad, if you think you can afford to do so, to have a letter from you which I may show to my Democratic colleagues with respect to this very much controverted question.

The Caucus will meet to–morrow, Friday, at 9:30 a. m.
