My dear Friend:

I cannot tell you what pleasure it gave me to nominate you for the post in Cuba. I felt sure that it would be as acceptable to you as anything that I could select, and your letter confirming that impression has gratified me very much indeed. May God bless you in the performance of your duties. I know that they will be performed with the highest sense of honor and responsibility.
I want you to know that Senator Tillman, of his own accord, came to me and said that he hoped that I would honor you with an appointment.
