The Peace Conference in session for its fourth plenary sitting - three months after the first one, when President Poincare formally opened the proceedings of the Conference in Paris. The Conference met in full session at the Quai d'Orsay to hear the report of the Commission of International Labor Regulations. Picture taken at 4 o'clock, Paris, France.
