Dear Mr. President

I wish, with your permission, to introduce to you Mr. Alleyne Ireland, who goes to Washington on my personal assignment to make a careful and accurate investigation of the nature and activities of the Lobby which I gravely fear is becoming a serious menace to the success of your tariff legislation. May I trouble you to let Mr. Ireland know whether you think it best to give him any information which you properly can on this subject and have him work along lines in touch with your policy in the matter, or whether you prefer to have the work done entirely independently?I wish to take this opportunity again to thank you for your kind letter of introduction to Colonel Goethals, which gave an interest and instructiveness to my visit to the Canal which otherwise it could not possibly have had.
