Washington, DC

Sir:–As suggested in conversation this afternoon, I submit herewith a memorandum of certain facts regarding the present political condition of Mexico together with some observations and suggestions which Your Excellency may or may not deem of value, but which at least are submitted in good faith and with the deep desire that they may be of some service in the way of throwing some light upon the vexing Mexico situation.

I will take pleasure in communicating further, after my arrival in Mexico City, any information regarding the condition of things there which I deem to be of sufficient importance. With the expression of my highest consideration, I remain,
