Dear Mr. President

The commission of Robert Smalls (colored), Collector of Customs at Beaufort, South Carolina, expired July 31st, 1910. He was renominated by President Taft, but failed of confirmation by the Senate. The Senators and Representatives from South Carolina are very anxious to have a successor appointed. Senators Tillman and Smith and Representative Byrnes, from the Beaufort District, recommend the appointment of Franklin Pierce Colcock, of Beaufort, South Carolina, age fifty-nine, occupation clerk. I am sure from what these gentlemen tell me that Mr. Colcock is well qualified for the position. I respectfully recommend that he be appointed.

I may say that this is not an important port, the aggregate receipts for the fiscal year ended June 30, 1912, being $434.11.
