Hon. Woodrow Wilson.
Your first message delayed. Could not get reply through. Your second message stating you have ordered prompt assistance and relief to flood sufferers through the War Department is just received. The stricken people of Indiana appreciate your prompt and practicable assistance and they appreciate even more the generous spirit of sympathy that lies back of your action. In their name and for myself I thank you.

Samuel M. Ralston, Governor.
