My dear Mr. President:

I am sending you for your information three interesting cables just received from abroad.

The first is a message from the Commander of our Naval base at Malta, and contains itself three messages:

(1) A statement on the seizure of the Austrian fleet by Italians at Pola.

(2) Telegram to President of the United States.

(3) Statement that Jugo-Slav National Council has instituted provisional government, and requesting that protection be given the seized fleet.

The second message addressed to Commander-in-Chief, United States fleet requesting him to take late Austrian fleet under his protection.

The third message showing the action taken by the Allied Naval Council, offering it safe passage to Corfu, and signed by House, Lloyd George, Orlando, and Clemenceau.
