The White House.

Dear Mr. President:-

In accordance with your wishes as expressed at our meeting on Wednesday, Mr. Hoover, Mr. Baruch and I have revised the memorandum on the co-ordination of the activities of the governments of the United States, Great Britain, France and Italy, and hope it meets with your approval.

If it is in the form you desire we would appreciate your confirming it, so we can proceed in perfecting our organizations under this plan.

I am sending this to you in this manner because both Mr. Hoover and I expect to be away the first part of next week, and will not be present at our Wednesday meeting.
