Dear Mr. President:
A bad matter is made much worse by the cablegram from General Pershing. It does not seem possible to let it rest in this situation and I am preparing a letter about which I shall hope to speak to you at your convenience and of course before I send it.
Further cablegrams on the subject are apparently unnecessary since the General is now in a proper relation to Colonel House
