Dear Governor:

Lippmann was sent over by the War Department to deal with questions of propaganda in the enemy countries. You will remember that he was one of Baker’s aides for a time.

I do not know how recently you have been in touch with Lippmann, but my impression is that he is not now in sympathy with the men who govern the policy of the New Republic. He went with Baker immediately after we declared war. He was always the ablest of that group and he is young enough to wean away from them and broadened.
