My dear Mr. Secretary:
I am warmly obliged to you for having let me see this interesting and helpful letter from Mr. George Kennan. I have taken the liberty of having a copy made for my own files.
I take it for granted that Mr. Kennan is himself too old to take charge of the civilian work we are planning in Siberia.
