ASSURANCES to RUSSIA.

I. That we (the cooperating nations) do not contemplate
a) any interference of any kind with the political sovereignty of Russia, any intervention in her internal affairs, or any….impairment of her territorial integrity either now or hereafter.
b) or any military occupation of Russian territory for the benefit of the powers participating;

II. But only
a) to assist and safeguard the Czecho-Slovaks
b) and to afford the Russoan [sic] people such assistance as they may be willing to accept of receiving and making use of such trade and Agriculture cooperation as the United States, in particular, is preparing, as soon and as rapidly as possible, to offer.
