While the Conference on the Limitation of Armament was in session in Washington a dinner was held, those present being almost all Republicans. In the speeches made by certain of the guests on this occasion some rather sharp criticism was made of President Wilson, and more than one of the guests supposed that Mr. Balfour, who was present, would uphold this criticism in his speech. It seems, however, that Mr. Balfour not only refused to appear in the category of a critic but on the contrary was decidedly complimentary in his utterances. He dwelt at some length upon what Mr. Wilson stood for during his Administration and the principles which he expounded, declaring that what President Wilson did for humanity would be eternal.
