From Swope: Note following statement directly authorized to lead Tuchys Pichon story filed earlier or to be used separately if this received first. End note paragraph Pichons statement made directly American correspondents today that its not possible to incorporate League Nations in German Peace Treaty given outright denial by American mission Sevening. Im authorized to assert that American plan of including League in German terms remains unchanged and that French Foreign Minister is in error if he regards project a as having been abandoned. Amazement expressed that Pichon should have permitted himself quotation on subject in view of announcement made yesterday upon Wilsons personal authorization that not only would League be made part of compact but obligation to do so had been imposed by Plenary Conference in resolutions adopted January twentyfifth. Those familiar with inner workings of situation here puzzled by seeming dissonance of certain French officials to accepted position. They fear recrudescence of condition of gossip and rumor of innuendo and insinuation that once before called out sharp warning from American and British delegations. There are those who think Republican and other opposition to League of Nations are extending activities to Paris and seeking to use highly placed officials to carry out their purposes.
