To : The Secretary of the Navy.
Subject: Bill introduced by Mr. Darrow of Pennsylvania, H.R. 4760 to increase the efficiency of the Medical Department of the Navy and to improve the status of the hospital corps of the Navy.
Enclosure:
1. As requested, I have carefully gone over Mr. Drarrow’s Bill, and consider that the principle involved is just and that it is highly desirable to recognize the ability of such men of the Hospital Corps whose long experience and position of responsibility entitles them to recognition by assignment to commissioned ranks. This bill does not create a new Corps but provides for commissioned officers in the present Corps, thereby granting members of the Hospital Corps a chance to qualify for commissions along the line of their previous education and training which otherwise is denied them.
2. The need for and value of commissioned officers has been amply demonstrated by the valuable service rendered to the Navy by the temporary Lieutenants created by emergency legislation of July, 1917.
3. It is urgently recommended that the principles involved in this bill be approved and that the enclosed redraft be submitted to Congress as having the approval of the Navy Department.
