Dear Doc
As you perhaps know, the US has a Treaty with Haiti under which all finances & financial operations of the Government are subject to the approval of the US.
The State Department recently sent former Civil Service Commissioner McIlhenny as Financial Advisor to Haiti. He has returned & the Haitian government is trying to arrange for borrowing about $30.000.000. to refund its debts & put the finances on a sound basis. McIlhenny is a Republican. The State Dept. seems to be largely ditto. McIlhenny & the Dept. are negotiating with our Enemies, the National City Bank here - the very citadel of Republican reactionism, to look after Haiti. The chances are that Haiti will be plucked. Now if the President would direct the State Department to put all financial matters relating to Haiti in my hands I am sure I could do some good. Make them consult me. It is a pity to let everything go to the Enemies of the Administration.
If the Boss is well enough for you to mention this please do so. It will have to be done promptly.
