Dear Mr. Tumulty

The President told Mr. Filene in conversation today that he had never seen a copy of our referendum No. 23, "on a proposal to discriminate against Germany in trade after the war if necessary for self-defense." Mr. Filene promised him a copy immediately, and I am therefore sending it herewith by hand, asking you kindly to place it before the President.

We have completed the preliminary count of the vote, which closed last night, and it shows 1204 in favor and 154 opposed.
