My dear Mr. President

As my letter written in Paris did not catch the pouch the day it was written I fetched it to London and it goes off this evening. A further observation of the Paris situation confirmed what I have said in that letter and possibly I might have been a little stronger in expressing the state of depression which I referred to. There is undoubtedly still a decided feeling in France of dissatisfaction with the present situation and the present authorities and September is spoken of by many as a time when some decision will be made by the people unless some decided improvement has taken place. It is said that there is a discussed that three or four hundred thousand of the older men be sent back home to do the work of the country, and that probably this will be done.

Our officers evidently consider that the situation from a military stand pt has been very grave; but is by the way of being much better and with our aid will be placed beyond all question. The moral effect of what you have done has been enormous.

Here I find something of the same fagged feeling; but much less expression of discontent with the situation and no question as to the final outcome. The discontent that is expressed seems to me rather the mark of internal politics and this indicates rather a feeling of general security than want of it.

My colleague and our friend Walter Page is doing his part here admirably and the English whom I have met speak now in as high terms of him as of his most distinguished predecessor.

I think the tendency everywhere now is to look to us, for pretty much everything; but not to let down certainly until they have seen what America can do.
