Extract of telegram received by Lord Northcliffe, August 14, through Foreign Office.

Lord Northcliffe should also be informed that on August 9 the War Cabinet decided owing to the need of maintaining tonnage so far as is possible to devote to the construction of vessels all the steel plates which can be used in spite of the fact that this will involve a reduction in the output of shells. It was also decided to release men from Munition Works and from the Army for the necessary labour. The Prime Minister feels that the speedy turning out of tonnage is to-day absolutely the first war need.
