Dear Mr. President

In the absence of the Secretary of War I will come to the White House with the War Industries Board at three o'clock this afternoon. After your bugle blast, the Committee of the Steel and Iron Institute agreed that all their product should be controlled by the Government and prices should be the same to the allies as to our Government. They now claim that they did not so understand it and one of the concerns is quoting ship plate to Great Britain at 8 cents. We are paying.0290. It seems to me that the first thing for the War Industries Board to do is to take this up. The steel companies should give fair prices to all or we should take them over. They are playing for delay and making contracts at high prices.
