TELEGRAM COPY AM EMBASSY,PARIS (FRANCE)American Minister at Peking in telegram just received states that the French Representative there, who is the Dean of the allied Ministers, not only does not consider the United States to be an ally but has explicitly stated to him that our note of June 4 to the Chinese Government absolves him and his colleages from any obligation to consult the views of our government in regard to China questions. The Department does not understand this to be the attitude of the French Government as set forth in your telegram number 2190 June 17, 1917. Please bring this matter to the attention of the Foreign Office.ACTINGETW/MMC
