My dear Mr. Secretary
The President tells me that you are under the impression that the amendment I proposed to the "trading with the enemy" act takes away from the Department of Commerce the power over clearances. I am sure that you could not have read the amendment I have suggested, or you would not be under this misapprehension. I have merely proposed that instructions issued by the Department of Commerce to Collectors of Customs under the "enemy trading" act, or other provisions of law, shall be promulgated by or through the Secretary of the Treasury. The purpose of this is not to deprive your Department of the power over clearances, but merely to require that instructions you may issue in the performance of that duty shall be sent to Collectors of Customs through the Secretary of the Treasury. I am sure that you will realize the importance of having such instructions proceed through the head of the Department affected. I think efficient administration, good discipline and proper practice require this.
The President has asked me to discuss this matter with you and I shall be very glad to do so at any time that may suit your convenience tomorrow, Wednesday. Could you manage to run over here to see me at some hour we can arrange by telephone?
