I am sure that you will be interested in this memorandum from the Executive Clerk in my office, Rudolph Forster. If the statements Mr. Hale made to Mr. Forster are indeed true, it is a very serious case of misbehavior on the part of somebody, but I particularly wanted you to note Mr. Hale's offer to submit to investigation of any kind.
