Dear Governor

Here is a very important cable which has just been handed me by Sir William. I am enclosing a suggestion for an answer.

If you approve and will send me a telegram, either in the clear or in cypher, tomorrow I will get it off at once. It is important I think that an immediate response is made for they will wait until they get your mind.

I am also enclosing you a cable which came some days ago and a supplimentary one which came today in reference to a chairman for the Allied Conference. This, too, needs a quick reply and I hope you will be able to answer that also tomorrow so I may include it.
