Dear Mr. President

I think the enclosed cablegram will interest you. Unfortunately there was no signature to this particular part of General Pershing's despatch, and I am not, therefore, able to give the authority for the statement made, but it is doubtless a summary of the impressions gathered by the French military authorities from the censorship bureau which they maintain, as described in the cablegram.
