Relative to German offer of alliance to Mexico and the publicaton by the United States of cable instructions No. 1. (the so-called Zimmermann note.) A later instruction telegram No. 11, which was sent through Buenos Aires, nearly a month later, is most interesting. There is also information regarding Mexico's desire to obtain arms and ammunition. Germany advised that these be obtained from Japan and South America. (Confidential. Information from secret sources shows that the Mexican Government is now endeavoring to purchase arms in Buenos Aires and Tokio.)
