My dear Mr. President

I enclose to you a dispatch which has just been received from that man Anderson who, you will remember, went into Austria without authority and whom we endeavored to stop but evidently failed to do.

I am deeply concerned over his activities and suggest that a paraphrase of this dispatch be immediately delivered to the British and French Embassies with an explanation of our endeavor to stop Anderson's trip, which was entirely unauthorized.

Whether or not we should immediately call Anderson home I am not so sure, but I think we should do something to prevent his being able to do anything further which might involve us in difficulties with the Allies. I shall be very glad for your suggestions.
