My dear Mr. President

In response to your request for a brief memorandum as to the recent action of Peru with regard to the War, I beg to send you the enclosed statement prepared in the Division of Latin American Affairs of the Department. You expressed a desire for this information in connection with the reception of Mr. Freyre, the new Minister from Peru, on December third.
