My dear Mr. President

General Crowder is getting ready for the registration under the new draft Act, which will have to be preceded by a proclamation from you. I enclose a copy of your proclamation under the original Act, and a suggested draft of the inducement for the new proclamation. The formal parts can, of course, be added as the statute may require.

As the proclamation now stands I feel sure you will want to chasten and modify its language. Confidentially, I do not mind saying that I am weary of the slaughter from cutting out rhetoric from the draft which he submitted to me before I reduced it to the form in which I submit it to you.
