My dear Mr. President

On Friday, Mr. W. T. Ellis, of Penna, a capable and conscientious gentleman I have known many years, was in the Department. He had recently returned from Russia and I asked him what he thought of the Russian situation and what our attitude ought to be. His knowledge seemed to be such that I asked him to make a memorandum. He did so and am enclosing it, feeling sure you would like to read it.

If you have not seen to-day's New York Herald, may I suggest that Herman Bernstein's letter would interest you?
