My dear Mr. President:

I am deeply sensible of the honor you do me in designating me for the Shipping Board, and I am very grateful to you for the opportunity you give me in this great hour to serve instead of merely to stand and wait.
I have no large idea of my qualifications for this very responsible and difficult post, but at your call I do not feel that I can hesitate even on the score of my own limitations.
I was very happy in the receipt of your letter of July 25th, –– a most kind and touching letter, – and I am proud to be its possessor. Even if the Senate should not confirm, the fact of my appointment at your hands and the receipt of such a letter would make the incident, so far as I am concerned, a fully rounded one and an unending source of pride and satisfaction.
