My dear Mr. President

July 26, 1917.
I beg to acknowledge the receipt of your letter of the 25th instant, and appreciate what you have said so generously.
It gives me pleasure to state that I have anticipated your wishes by offering to assist Admiral Capps in every way in my power, and I will remain here with him until he has had opportunity to familiarize himself with the organization. We have already conferred both yesterday and today, and he understands my willingness both now and later to aid him to the fullest extent.
